According to RAINN (Rape, Abuse, & Incest National Network), yes, rape is falling, but "in 2004-2005, there were an average annual 200,780 victims of rape, attempted rape or sexual assault." So tell me, eric, is everyone one of those cases that were actually rape because the woman was incompetent?
