That's Tally. She referred to this as Iron Babe. I've also seen her do multiple versions of Pepper Potts, Supergirl, and a majorly sexy catholic school girl. I know she wore this costume at Dragon Con in 2008 so this might be from then..... I'd totally bang her if I had the chance. I've definitely hit on her when I've run into her, just didn't get nowhere.

I believe this guy won something in the costume Masquerade at Dragon*Con for this costume. I know he competed.

I'm assuming this must have been a year she competed in the Dawn look-alike contest at Dragon Con. She's there every year and manages to have new sexy as hell costumes each time.

If you've seen the movie but haven't read the comic, I recommend checking it out. Though the similarities between the two would be like if they claimed the movie Arachnaphobia was based on the book Charlotte's Web. The comic is a thousand times better than the movie.
