There is already a federal law on the books that states that if you are not a legal alien, then you must carry your green card on your person at all times. If you ARE legal, then you will have a green card and can therefor prove you are legal to be in the USA, no matter what a cop says. Cops in AZ are going to be VERY careful about this, if for no other reason than the HUGE spotlight already on them.

I saved this pic and sent it to Office picture manager, brightened it up a bit, and zoomed in. It's fairly obvious what's going on here. Here's my .02 worth... Leopards and lions are mortal enemies, you can clearly see the bottom cat is a lion standing near the leopards kill stuck in the crotch of the tree limb. What you can't see is how high off the ground the lion is. While it's true that lions are crappy tree-climbers, if it's fairly low, the lion can easily jump to that limb she's standing on. The leopard appears to be getting just as damned far away from the lion as he can.

The blockade is legal, there's numerous examples of it to provide precedent in a court of law. One of them being the blockade by the USA in Cuban waters of Russian ships carrying missiles.
