Yes, luckily her house made out ok. Virtually no one has a basement in Texas. I believe in other southern states they make you put the water pipes in the foundation, but Texas codes are lax or non-existent and it's cheaper and faster to put them in the attic, since it's Texas there is no heat or insulation in the attic.Most of Texas has it's power back (they lost it because the coal, gas, and even the nuclear plants aren't insulated because it costs money to do so) but a huge number of people have no water because of frozen/burst pipes and mains.

I have a friend in Houston, in a nice upper middle class neighborhood full of large expensive homes. She says it's been the Hunger Games down there. Her neighbor tore down their fence to burn as firewood for heat. While they were enjoying the fire their water pipes in the attic all froze (that's how they do it in Texas because lax building codes/regulation) and their ceilings caved in.
