I have to sit through this traffic every day. Long Beach to Santa Monica. It is 30 miles (1.5 to 2 Hours) each was. Not fun. There are a lot of issues here regarding commuting. LA is super spread out making mass transit a difficult proposition.

Their weapons were aimed and at the ready. The officers would have had plenty of time to respond once the victims hand was visible. The first shot could potential be an over reaction. The second shot is clearly murder.
