Sure, if you enlarge it and make it look like crap. It's still just 740x477 pixels, which means it's not even large enough for 800x600 really. A wallpaper to me is at least 1024x768 and should really be one of the regular desktop sizes (1280x1024, 1600x1200) or else it's just an image. Any image can be resized to fit your desktop, that doesn't make it a wallpaper. If you mean it's a nice picture to have as your wallpaper, then yes, it's a nice picture. It's still misleading to call it a wallpaper.
