Congressional approval is always lower than presidential approval. Congressional approval has been on a relatively steady decline since 9.11.2001, was at it’s lowest in 2008 (tied with 1992 at 18%), increased to 31% this year and has begun a decline again. It would not surprise me to see congressional approval dip to 1992/2008 levels again, but it has not yet.
Obama’s current approval rating is 53%. His term average is 61%. I’ll throw you a bone and agree that Obama’s first term approval rating is below George W. Bush’s first term approval of 76%. George W. Bush’s outgoing approval rating was 21%.

The people of California recently voted to bar illegal immigrants from using public services, but the people’s will was overturned by the federal judges because, to them, it was unconstitution. Also, in Plyer vs. Doe (1985) the California Supreme Court ruled children of illegal immigrants are citizens of birth and are protected under the 14th Amendment, meaning that public services cannot be withheld from them per the Privileges and Immunities Clause.
Public services are for citizens only. Legally the children of illegal immigrants are citizens. EMS is a tricky issue with other complications unrelated to laws governing other public services.

That means that if some part of the law sates that it’s illegal to give illegals insurance, then it’s legal to deny them.
