I mean let’s be honest, look at the position of those arms, and the other character is definitely shown to be not only moving but running, we all know what this sign is insinuating. I guess they just didn’t have the right stinsles (spelling?).
My guess is that it used to say “will fire”, but someone decided that insurgents (who are typically illiterate), wouldn’t understand and it was edited to sat “shoot”.

Well according to the picture, they’re shooting arrows, they can’t be TOO dangerous.

Arrows can kick your ass. Then impale you. They can get through steel easily, and they have been around for hundreds of years.
