It is only banning the use of that magazine. More specifically under law. Those magazines that were produced after Sept. ’94 (only because those that were already privately owned were grandfathered in)
Unless you are planning on getting into one major firefight, the standard 20round mag is more than sufficient and perfectly legal to own.
