    Cologne City Hall it is.
    Fascinating thing is: Those statues were put on the pedestals after 1988. The origninal statues were mostly eroded by the 17th century and it is unknown who was depicted. So we have no clue under whose feet (and why) someone had put three drumming monkeys or, well, a guy performing autofellatio.
