Looks like Governor Skeletor of Florida has gotten into the cloning game.
I remember that one. They float too and steal everyone’s voice. At one point Buffy suggests staking them but has to do so by signing with her hands and she makes a motion like she’s giving a handjob. Everyone looks at her after like WTF? It was probably the funniest Buffy move in the whole series.
