In garrison, maybe. But during training or during a deployment, when you always have your weapon with you, then it gets slung during a formation. Unless the guy in charge is a douche and makes you stand at attention with it like you would on a parade field.
Looks like garrison to me so it should be slung over the right shoulder and not across the back. Besides, that douche in the back is carrying a saw and probably fires left handed… Either way, the douche in front of the douche up front (out of picture) probably does not give a shit what his formations look like….

A few reasons I don’t think it’s garrison:
Look to the left of the American flag. Pretty sure that’s an Iraqi flag.
You can see jersey barriers(giant concrete blocks) behind the formation.
Also, look at the light posts. See how jacked up they are? Probably aren’t going to find stuff like that in garrison, where such an emphasis is put on “area beautification.”
As for the guy not caring what his formation looks like, people tend to loosen up on deployment. Most people are not going to flip out and climb up one of their men/women’s ass during a deployment to a war zone just because of a sling going over the wrong shoulder.
I’ll give you the light pole… That one is sticking out of the ground at a 40 degree angle almost. Definitely a telltale sign you’re in hajji country.
The reason I was convinced it was garrison is that I thought that no one was stupid enough to have a large formation outside waiting for the next random rocket or mortar to come flying down. I guess I was wrong.
Lastly, for the marines to be so anal about walking and smoking, walking and chewing, and having their shit straight I find it hard to believe that any gunny would allow his formation with weapons not at sling arms….
I’m proven wrong yet again… Maybe I’m not uberly smart…
I know I’m just being anal but the guy in the back has his weapon slung across his back opposite everyone else….
I don’t know about the Hoorahs (marines), but in the hooahs (army) they are not supposed to be in formation with weapons slung across their back….
Aren’t I uberly smart?
Good eye. I see what you did there.

A whole lot of douche-baggery going on there…

It’s also a HQ company and there are at least 3 chicks in the picture so it’s a support element. Slackers 😉
