fact: this technique has been used in SOME, NOT ALL parts of japan as a punishment for 100’s of years. it then evolved into a more playful technique used among school children to mess around with each other.

The banner in the background with 2012 written on it has Korean text, so I’m guessing this is Korea, not Japan.
