I think it’s tilted. I think the rubber end is lower than the (un)sharpened ends. If you watch the rubbers on the right side of the picture, you’ll see they are arranged in a hexagon, like all other sets. I’m guessing the top side is parallel to the pencils facing the camera, as they probably lie on the other ones for support, and they look like they slope down.

Probably use something like a cardboard tube and some tape to hold it all together while assembling that remove once its done.
I can’t tell if the set that’s facing the camera is tilted like the other two sides, or if it’s parallel to the ground.
