Only the clones who Palpatine contacted would start slaughtering Jedi. Obi-wan sent a real time message from Kamino to Coruscant, so it was possible for Palpatine to send the order to Kamino. If there were any Jedi on Kamino, any remaining clones would attack them. There was no reason to suspect a Jedi on Kamino, so there probably isn’t a reason for Palpy to send the message there unless he just hit “send all.”

But Shaak Ti was on Coruscant when the order was given. Vader skewered her from behind. You can find this in the deleted scenes of any version released since 2011. In 2016, it was confirmed as canon.
