To slow down the Japs who were advancing up the course of the Yellow River in 1938, Chiang Kai Shek opened the flood control gates and flooded the region. Maybe half a million Chinese died (figures are very difficult to calculate) and untold millions uprooted and homeless. I would not have like to have been Chiang Kai Shek when he made that decision.
