L. 107-40, codified at 115 Stat. 224 and passed as S.J.Res. 23, any organization or country considered to be taking part in international terrorism is far game for the use of military force.

So was Somalia. Congress passes unconstitutional laws all the time.
Reading into that document is maddening. The President can go after anyone labeled a terrorist. Who gets to determine the terrorist label? The President’s men. smdh
