Looks to me like it was made with the intention of letting vehicle do a three point turn at a dead end. I guess they didn’t have the budget for no-parking signs, just white paint, and they forgot written language. It’s like an attempt to communicate “no parking” to aliens but humans wern’t smart enough to get it.
