As a side note that is not a fleet, it is a mix of ships. The smaller ships are Klingon Vor’cha-class attack cruisers which are comparable in size to the Galaxy class Enterprise D.
Most of the D’Deridex is empty space designed to be more intimidating than effective, all three ship classes are similar enough in capability that only the requirements of the plot make them any different.
I was under the impression that the inuniverse reason for the giant void was due to the artificial singularity that the ships used instead of anti-matter.
I’ma fan of the romulan ships, but could never really get a good sense of scale from them.
On TNG, the Romulan D’Deridex front section is as long as the Enterprise D front section, along the length axis.
The Romulan D’Deridex middle open section can roomily fit the entire Enterprise D, along the length axis.

That’s what I thought too.
