We used to put fires out with coal powered steam pumps, pulled by horses. (which is why dalmatians are fire dogs, they are bred to be tied to a carriage, and bite the shit out of strangers and other dogs that might spook horses).
Also fits down narrow allies. I suspect it was used to bring manpower and the narrow ladder.

Given the one adult (sensibly the one driving) and the rest children this might just be a novelty vehicle?? Or an example of the Brit affection for recruiting them young. Or a special crew to fight just chimney and garden shed fires.
