yeah, it’s really the wrong question, because it’s not really the balloon that’s stopping the round, it’s the water in them.
now I’m honestly interested in how many balloons it would take to stop that same round in two differen situations, one where they’re filled with air, and one where they’re just stacked on stop of each other.
If they outlaw balloons, then only criminals will have balloons…

Well, IIRC they shoot into a water, to do some ballistic tests, so that wasn’t completely unexpected.
