Empire Palpatine had sensed the impending doom, and made it his life’s work to prepare the Galaxy to be able to repulse the most serious threat it had ever faced. Every step he took was to ensure the safety off all the people of the galaxy. It took the New Republic, far more organized & capable only a few years to fall. The only republic would have been measured in months, if not weeks – keeping in mind that The Empire was far larger then the Old Republic as Papatine attempted to shield has many sectors has possible from the coming destruction.
To this end he placed Syndic Mitth’raw’nuruodo in command of securing the approaches of the Yuzzhan Vong, and indeed he was instrumental is destroying many of their initial scouting operations. He also worked with independent governments in the Unknown Regions to form military alliances, the most successful of which was with the Chiss, or at least with Syndic Mitth’raw’nuruodo’s personal clan.
The Chiss Claw craft for example a bred of Chiss & Imperial fighter technology was slightly slower than a TIE Interceptor, but far more maneuverable – and first became widely utilized in the war against the Yuzzham Vong where they were superior fighting craft.
