You do know cyborgs are part human, right? As long as there is some flesh, bone and blood they can use the force. In the now defunct expanded Star Wars universe it was explained that Vader could not do force lightning like the emperor because his arms were robotic and not flesh and bone.

I’ve never played Shadowrun but what I know I would say that is a close comparison.
I can live with that then.
