He actually never did this, IClaudius made a scene of this, taking it from a fictional book about the emperor. It’s just pop culture seeping in and making fake history real.
Whether it’s true or not is immaterial to the question of stupidity. It would actually fall under the heading of “batshit insane,” which Caligula was.
