You say technology is dead in the water, but any nation that is dumb/backward to aggravate the United Nations/United States to the point where this is necessary would be so backwards that a carrier group parked outside of their coast (assuming they have a coast) would be subject to this type of attack.
We think that everyone is right there with us generationally, but as the only nation really at war for the past 10 years (since 9/11), the United States really is the only one that is ahead of the game.

Not if you have to park a 1000-foot long gun platform, manned by 2000 crewmen, less than 20 miles off whatever you’re targeting –to say nothing of accuracy. All that hardly comes cheap, and puts a lot of sailors at risk.
Shelling with guns of that magnitude works great if you’re looking to craterize a whole town, as long as it’s not too far from the coast. And despite the cost, missiles can reach a much wider range of targets, with much higher accuracy, and at virtually zero risk to those firing it.

A shell costs a hell of a lot less than a missile. Low tech can be the right tech.
