Looks like an M2 machine gun, and I don’t think you would use a scope on that, unless it would be a night vision scope. I can’t tell if that is an night vision or IR scope of some kind.
The longest recorded shot in combat (prior to 2002, when it was surpassed in Afghanistan) was made by Marine Sniper Gunnery Sergeant Carlos Hathcock in 1967 in Vietnam.
He mounted a telescopic sight a Browning M2 machine gun, putting the weapon (as it is capable) on single fire, and achieved a confirmed kill at 2500 yards (over a mile, for those of you doing math at home).
You can set the M2 pictured above to either single shot, or full auto.
On single shot, with a stable platform you can get seriously accurate.
I’m speaking from experience mind you, from the top of my Abrams with my baby the Ma Deuce. Probably the best weapon I have ever fired.

M2 is not a rifle, and yes, you would use a scope. any modern firearm is more efficient with some kind of optics
Since the barrel of an M2 does have grooves cut into it to impart a longitudinal spin on the projectile (in other words the barrel is “rifled”) it IS a rifle. The 16 inch guns on Battleships were “rifles”. The cannons on the M1 Tanks are smoothbores and so are NOT “rifles”.
