It should be legal to smuggle stuff into a country if you use a submarine, its far too cool and secret agent like to be busted like a common smuggler.
I wonder if it paid for itself.
Based on a back of the envelope calculation, 8 tons of cocaine has a street value of about $400 million. So yeah, it probably paid for itself.

They’re getting more sophisticated all the time. Just a few years ago they were using really low profile boats. Now these things can go 30 ft underwater.
