Actually that’s called a “pinch collar.” Those aren’t spikes sticking into the dogs neck, they are loops of metal that flatten to the collar and catch the dogs skin if they attempt to pull away from the owner. I’ve seen it used fairly commonly with larger breed to train them and keep them from being aggressive or pulling. They are a bit better than the older choke collars because they just pinch the loose skin around the dog’s neck vice actually restricting their airways.
Ya dogs like dobermans and bulldogs have higher pain thresholds and the regular style collars can hurt a lot more than the collar you see up there. They’ll just keep pulling and choking themselves and it does long term damage to their tracheal rings.
I see two dobermans all the time when I walk my dog and they both have those collars. My only change would be some kind of cover so people who don’t know what they are don’t decide to be assholes and “say something” to the owner. I see the poor guy having to try and politely address dimwitted people who decide to run their mouths about the collars a lot.
