Actually, most WW II historians would argue that the German counter to the Katyusha was the Nebelwerfer. In more recent occurance the Katyusha has been used by Hezbollah to strike at non-military targets inside Israel prior, during and after the 2006 war.

Just look at what mass bombing runs did for Dresden and Viet Nam…all “dumb” bombs too.
