Gor and RSIxidor are right, the Tumbler was actually built from the ground up to do the stunts (primarily the big jumps) in the movie. It was not a military project at all.
There are lots of vids on the web showing the design process, prototyping testing, etc. The end result, I must say, was very, very impressive…

And i think he’s refering to some of the tumblers controls being controlled via joystick.
The cool part is that they actually buildt this thing, instead of using CGI that the studio wanted.
