It’s not Garry’s mod. It’s the model exported out of the engine and rendered against a photographic background. It’s an HDR test. That’s why the lighting matches from the real world environment onto the low polygon (lower quality) character model.
It was from a thread on the Gmod forums back in 2004, The subject of HDR was brought up with the coming Lost Coast expansion. Someone posted a tutorial, and soon a bunch of people were trying it out. This was one of the pictures posted.
The technique involves using something like those garden orbs that are very reflective, then special software is used to analyze the light sources in the scene, and apply them to the model.
