Looks like a shop. Naval guns don’t produce an explosion like that because they use cordite which has a silvery flash.
On the other hand, the reflections in the water and the reflection off the ship lead me to believe otherwise.
This picture is confusing on so many levels.

What I want to know is why they have literally tons of the explosive packs used for something like that when a substantially smaller amount of cordite does the same thing.
probably for a public event.. entertainment to please the masses
