Would he need to have some intelligence to begin with in order for them to come up with an AI simulation of it?

Well, yes, but just a little.
In fact, a typical computer-game opponent (think “headcrab”) is, actualy, a decent simulation of Bush’s “wits”
I don’t know. With all new steam patches I’ve noticed the headcrabs are good at moving and hiding, even cleverly burying themselves in the sand.
That’s pretty steep competition.
