the CG of the hammer is below the point where the ruler touches the desktop. you can see where the head is..thats about where the CG is.

Most of the weight of the system is under the table (the hammer head) so it won’t rotate clockwise and fall. Imagine a hook hanging from the edge of the table. This is structurally the same thing. It’s physics, baby!
It works O_O if you can find just the right hammer 😛 and a strong enough ruler that MUST be green and it MUST say “Help smokey prevent wildfires” on it… else it won’t work XD
I used to have a “Tick” toy I got at Taco Bell 12 years ago… He was crashing through a brick wall in a Superman pose, and would balance on his chin (all the weight was forward in his hands).
