its probably a mining operation. Near my parents house they have a couple clay quarries and they are quite impressive. No where close to that though

This diamond mine in eastern Siberia (Mirny, to be exact) is so deep that the surrounding “air zone… is closed for helicopters” after “a few accidents when they were ‘sucked in’ by downward air flow. via bldgblog.blogspot.com/2005/08/worlds-largest-diamond-mine.html
